Keith Chong as a Committer on the webtools.webservices project. The reason

I would like to nominate Keith Chong as a committer for the WTP Web
services project.  Keith has been involved with Eclipse WTP since its
inception.  He is currently a committer on the Source Editing project,
mainly working on XML tools.  He has been active with the Web services
project as well working on the WSDL Editor (i.e. preview of XML Schema
components), and more recently, on the Web services wizards.

Keith has fixed many enhancements and defects in the Web services project.
He participates in WTP status meeting and is active in the WTP community
through writing tutorials and documentation, carrying on discussions in the
newsgroup and the project wide distribution list.  

Here is the list of defects and enhancements fixed by Keith within the WTP
Web services project:

The vote is being held via the MyFoundation portal: voters *must* use the
portal for the votes to be properly recorded.  The voting will continue
until either all 8 existing Committers have voted or until they have been
given enough time to vote, even if they do not do so (defined as at least
one week). Keith Chong must receive at least three +1s and no -1s for a
successful election.
