[wtp-dev] Commit rights for Sheila Sholars have been expired

David Williams has expired the commit rights for Sheila Sholars (sholars). 
The reason for this change is:

datatools is in maintenance-only mode, so it's not surprising there is much
inactivity, but ... it's also clear some of current committer list can be
made more accurate by removing those that would not be involved in that
maintenance. Sheila and I discussed and she agrees she would not be
involved in maintenance of RDB datatools, even though she will remain
active with the DTP project.
