[wtp-dev] Commit rights for Chris Brealey have been expired

Kathy Chan has expired the commit rights for Chris Brealey (cbrealey).  The
reason for this change is:

Chris has moved on to another job and that takes him away from spending
time on WTP.  He had submitted his resignation to the PMC.

In recognition to Chris's contribution as the former Web services component
lead, I would also like to nominate Chris for the Committer Emeritus
status.

Thank you Chris for all your contribution to the Web services subproject!

To honor Chris Brealey's contributions to the project, Kathy Chan has
nominated Chris Brealey for Committer Emeritus status.
