[wtp-dev] Does Junit changes require PMC approval?

Some teams have asked whether Junit
changes would require PMC Approval in 2.0.2.
The answer is that committers can release
changes without waiting for PMC approval, however the bug should still
be marked for PMC review, this is so all teams are kept informed of what
has changed in the builds.
Anyone has any objections to this?  Please
let me know if you do.  Thanks.
