[wtp-dev] Another bit of bugzilla hygiene

I've noticed there's quite a number
of bugs marked "fixed", but no target milestone set. 

There's roughly 200 that show "fixed"
between 7/1 and now, which presumably means they were
fixed in 1.5.1. 

Unless anyone has a better idea, I'll
do a "mass update" to set those target milestone's to 1.5.1,
since 
that's a pretty important tracking number.


Naturally, if anyone can make those
target milestone versions more accurate, please do. 

But, suspect its best to be a bit over
inclusive now (if possibly fixed earlier) and try to do a better job 
in the future of setting that field
when the bug is fixed.
