[wtp-dev] When owner=reporter

Going through jst.j2ee to look for bugs I can help verify I have noticed 
quite a number of bugs where the reporter and owner are both on the j2ee 
team.  In some cases the owner and reporter are the same person.  Does 
it make sense to farm out verification of those bugs?
