[wtp-dev] Status of 103 build and formal declaration

Almost there. 

I'm seeing a problem that updating an
existing SDK install does not work correctly (using update manager, that
is). 

Since, I think, the solution
is to update the version ID of each sdk feature effected, I'd like
to give this one more try this weekend before formally declaring this release.


(You may recall we knew we'd have to
"manually" update some version IDs, since the "automatic"
versioning, with a qualifier, does not work in the 3.1 stream).

Let me know if this delay impacts anyone
in ways I'm not aware of. 

If it turns out this is not easily fixable,
we'll declare anyway, and carry the bug forward.
