The details are in the bug, but this problem was found in IBM's testing with the RC2 driver.

This scenario has to do with two EMF resources keeping in synch, and proxies(URI's) between the two files being generated incorrectly, leaving the
links broken.

The fix has been tested locally, and is safe.
