[wtp-dev] [action] Update WTP 1.0 API Plans

We need to get our API plans nailed
down. We decided to use Bugzilla to track all our work items, so I created
a master bug for each subproject to aggregate the API plans. See bug 110275
for WST [1] and bug 110276 for JST [2]. Any API that is planned for WTP
1.0 should have a bug open for it and you should mark it as blocking the
appropriate master bug. That way we can use bugzilla to list all the planned
APIs for each subproject.

There are 2 action items [3], [4] open
that require attention by all component leads that plan to publish an API
in WTP 1.0. Chris has done this for the Web service APIs so you can use
that as an example. Thx Chris.

If you plan to publish an API, please
do the follow:
1. Create a bug for your planned API.
2. Mark the bug as blocking either [1]
or [2].
3. Add a comment to the action item
bug, [3] or [4] to indicate you are done, and reassign it to the next component
lead who hasn't completed this action.
