[wtp-dev] [110313] WTP 1.0 Milestone Plan Reorg on Web Site - Temporary

I have completed the first step of the
reorg [1] which involved moving all the 1.0 milestone plans to the /webtools/plans/1.0
directory tree. The build works correctly.

My next step is to correct all the links
to the plans. We'll therefore have broken links for a few hours tonight.
You can still update your plans though. Just use the new location.
