I've released the following changes
for the internet cache for RC2. The second bug, while it refers to the
XML validator, was actually a problem with enabling the internet cache
for automated tests.

tests can not run due to blocking XML Validation Tests

cri P2  User can appear "locked" in License Loop if they
"decline".
