It doesn't look like they are respinning
RC1 for the problem David found, but there is a patch available - how about
moving WTP to RC1 + the patch?

A problem in has been discovered in 3.1 RC1, preventing launching of second
instance of Eclipse if it includes org.eclipse.update.configurator plug-in.
 The problem appears in some combinations of eclipse, workspace, target
platform locations and how they are relate to each other.  See https://bugs.eclipse.org/bugs/show_bug.cgi?id=97148

Everyone participating in RC1 test pass, or experiencing launching problems,
please download a replacement for org.eclipse.update.configurator plug-in
from https://bugs.eclipse.org/bugs/attachment.cgi?id=21966 that works around
the problem.  Please place the jar under eclipse/plugins directory
to overwrite RC1 version of org.eclipse.update.configurator_3.1.0.jar.
 Please report any regressions in bugzilla under Install/Update component.
