[wtp-dev] Patch to fix the server unit tests failure

Server unit tests are failing in the 20041119 build (bugzilla 79120,
https://bugs.eclipse.org/bugs/show_bug.cgi?id=79120). Here's a patch to fix
the problem. Apply it to /home/webtools/org.eclipse.wtp.releng

Problem is wtp-${buildId}.zip is not being extracted to the test directory.
