Is there any newsgroup that mirrors this mailing list? If not, are there 
any plans to set one up?

Personally I find newsgroups much more convenient for this kind of 
activity. A very simple alternative that requires no admin whatsoever is 
to do what hundreds of other open source projects do and use Gmane 
(http://www.gmane.org).
