[wb-dev] Working Tycho build

Hi,

finally we have a working Tycho build (AFAICS).

In case someone wants to run the build or test the build result:

You find the update site after a new build under
org.eclipse.windowbuilder/org.eclipse.wb.releng.updatesite/target/repository
after `mvn clean verify`.

I asked the core WB team and the EF if they can coordinate on an
update for 4.6, the whole signing process and simrel contribution
process is new to me, so I will be able to help here shortterm.
