Sorry for the late reply - email backlog.

Let's continue to deal with test.vm.args in bug 323847 as that seems to be working now (although not particularly intuitively).

StandardBundleStarterSignallingTests check that the signal that is provided to a BundleStarter is driven appropriately. BundleStarter is a way of checking that a bundle has started including any Spring application context being published to the service registry. I'm not sure about the forked VM problem but it sounds like a test framework issue. Could it be a test expecting a Java agent but not getting one?
