I know have a problem with a local feature:in the online.target there is a location „artifactsWithoutUpdateSite“ with one feature in it. I could not upload the plugins-folder that is also there in the original with the plug-in in it because it is too big. But the behaviour of the build without it is the same as locally for me: the feature is not found. 

I have the same setup in an online target and there it works.

I’m now back at square one, the build doesn’t work because it doesn’t find the features in category.xml

The build works now, but the result is … no artefacts in the target/repository folder and no entries for the features in category.xml.
