I'm not sure your need here matches a standard need, so I'm not convinced Tycho is the best place to host such work.

Actually, mirroring a full p2 repo locally before build is probably taking more time and more disk space than letting Tycho do its job normally. Indeed, Tycho does keep the bundles in a cache (~/.m2/repository/.cache/...), so it wouldn't redownload already downloaded bundles. To optimize the Tycho build time, you just need to keep this cache and it wouldn't download much.
