[tycho-user] Generic target runtime environment setup

Hi,

tycho builds should set a target runtime environment to avoid this
warning:

No explicit target runtime environment configuration. Build is platform
dependent

Now if my build does not contain any target runtime constraints, what
would be the recommended way to get rid of this warning? Do I have to
add all possible environments defined by OSGI?
