I ran with –X and saw a log message that lists the installed plugins, and see that Tigerstripe plugins are getting picked up, I guess it just picks it up from the .m2 repository and does not copy it under /target/work/plugins. So I guess at this point
I am probably just missing a couple of Tigerstripe plugins that give the functionality I expected, I will keep adding more plugins and debugging, going to see if there is a way to specify a feature instead of individual plugins.

The config.ini has an entry osgi.bundles that is filled from the dependencies computed from your test plugin MANIFEST.MF and the application used during the tests. SO it may no be empty.
Can you run the build with -X and send the log.
