I believe those are "proxy IUs" created internally by the MirrorService. But you don't need to care about them.

Does you target-platform validate, using the target-platform-validation-plugin? This error gives me the impression that some sites or IUs in your target definition are not accessible. The target-platform-validation-plugin can find that.
