Sadly, that's not always true. FindBugs, with 9000+ Marketplace installs
per month, still uses an old-style update site. But hopefully that will
be fixed soon [1].

Anyway, my advice is: If the plugin is still supported, supply a patch
to the upstream project that makes the switch  to new-style update
sites. In the long run, this saves you (and others!) more effort than
setting up (and maintaining) a local, new-style mirror. But there is
good documentation on the doing just that [2] as well, if you want to go
down that road.
