thanks that fixed the tycho side of the issue. I dubbed the dependencies in the poms to solve the other side of the dependency issue (jar project dependings on eclipse-plugin projects)

if I understand you correctly, the maven jvm option "-Dtycho.localArtifacts=ignore" should help you.
