Hi,

In my understanding, Tycho first tries to resolves dependency from Reactor and Target-platforms/repository, and then replacea some of the resolved dependencies by the ones installed locally if appropriate.
So you'll need to publish the license feature to a repo and add it to a target-platform or repository (as Matthias explained).
