Generally, you are expected to generate pom.xml once but commit them to
your project's source control system and treat them as any other source
file. You are not expected to generate pom.xml files before each build.

To solve the immediate problem you see, try specifying full tycho
version you want to use

org.sonatype.tycho:maven-tycho-plugin:<your-tycho-version>:generate-poms
