This does not provide enough information to be able to tell anything
specific.

Does the problem occur if the project accesses
http://download.eclipse.org/releases/indigo/ directly, i.e. without
Nexus inbetween?

Does the problem occur with Tycho 0.13.0 and Tycho 0.14.0-SNAPSHOT?

What JDT do you use and on what platform?

If none of the above help identify what causes the failure, we would
need a complete standalone example and steps to reproduce the problem.
