i know this doesn't solve your problem but it might provide useful information:

the packaging type "eclipse-application" will be deprecated in the future (if Bug 348586 is Resolved/Fixed).

From the discussion on eclipse-repository packaging type clean-up:

"eclipse-application will be deprecated once eclipse-product has been implemented. Also, don't expect much development on eclipse-application until then. Users are encouraged to use the future capabilities of eclipse-product through the current implementation of eclipse-repository"

I see that this is only an issue with "eclipse-application" packaging but not "eclipse-repository" packaging. It certainly seems like "eclipse-application" should properly export the launcher arguments.
