[tycho-user] includeAllDependencies requires p2.inf file?

Even though I have set includeAllDependencies to true for the
tycho-p2-repository-plugin (0.13.0), I noticed that all dependencies
do not get included -- unless the eclipse-repository module contains a
product.p2.inf file (which can be left empty).
