The exception indicates that Tycho was not able to create
org/eclipse/tycho/tycho-p2-runtime/0.13.0-SNAPSHOT/eclipse for one
reason or another.

Are you able to reproduce the problem with tycho 0.12, "canonical" maven
3.0.3 from maven.apache.org and jdk 1.6 from java.sun.com? Make sure to
clean you local repository or at least org/eclipse/tycho part of it
before you try.
