IMHO it would be good to have a 0.18.1 version which allows users to switch to Maven 3.1 now if they want to. Also, a 0.18.1 version with just the Maven 3.1 changes would make troubleshooting easier (if needed) because the Maven and Tycho versions can be updated independently.
