Is there a way to define a target platform with a p2 repository update
site containing only bundles (no features) and select these bundles?

Well, the eclipse target platform editor doesn't allow this. But you may edit the .target xml file by hand and add the bundles (as IU). The editor is then able to handle it correctly, and also tycho.
