[tycho-dev] do not regenerate new artifact unless there is a chang

As discussed during Tycho BoF at eclipsecon europe last night, there
appear to be a strong interest in making tycho skip generation of new
build output if there is no code change. I've opened [1] to get more
specific discussions going, so everyone to who is interested to be
involved in this work, please cc yourself on the bug and start providing
ideas and patches ;-)
