Dear PMC Memebers

I’m requesting PMC approvar for PDT 4.3 minor release that is scheduled to coincide with Eclipse Neon.3.

The release contains both bug fixes and new features [1][2]:

Most new features are around PDT Composer support.

I’m sorry for late request, I hope not too late :/
