[tools-pmc] PMC Approval Requested for Linux Tools 5.3.0 for Neon.3

Hello,

I am looking for approval for the 5.3.0 minor release of Linux Tools
intended for Eclipse Neon.3.

The minor release adds a few Docker features such as network type support
when running an Image and Docker Connection refresh as well as upgrading
the level of the docker-client dependency used and some bug fixes.

The ipLog has already been submitted.  The release review plan can be found at:
