Re: [tools-pmc] PMC Approval for Buildship 2.0.0

No, we won't make to Neon.2. The reason is that Buildship 2.0 depends
on the upcoming Gradle 3.3 release, but that release doesn't have a
strictly defined deadline.
So we'll make it to Oxygen for sure and Neon users can always use our
update sites.
