Re: [tools-pmc] Ramp-down policy for Tools

Not all top level projects are equal. The Tools project leaves this to the
individual projects since our projects have diverse needs. It¹s pretty
tough to manage as a unit.
Having said that, on CDT we usually follow the Eclipse project¹s lead as
far as ramp down policy. It¹s as good as any.
