[tools-dev] eclipse question

We are currently using Borlands Jbuilder, and are looking at the Eclipse
product.
Jbuilder has a screen designer built in to it, where a developer can drag
and drop components, such as 
buttons, textfields, combo boxes etc onto a panel.
Does Eclipse have something similar ?
