[technology-pmc] Archiving eclipse skills project

Hi,

few years ago I started with the Skills project [1]. Seems time moved
on and classic IDE does not have the focus it once had - both in the
community and also in the company I work for. Therefore I have no time
to work on this project anymore.

The planned move of resources to github/gitlab will require some work
which I cannot invest anymore.

In case someone wants to step up to work on this project - this is your
chance. If not I am suggesting to start the project termination
process.
