[technology-pmc] Committer Election for Jerven Bolleman on Eclipse RDF4J has started

A committer election for Jerven Bolleman on project Eclipse RDF4J
(technology.rdf4j) was started by Jeen Broekstra with this criteria:

Jerven Bollemane has been and continues to be a regular contributor to the
Eclipse RDF4J team and has already made a significant impact on the project.

Some of their recent contributions include:
- a new easy-to-use Spring-based SPARQL read-only interface
(https://github.com/eclipse/rdf4j/issues/2904)
- performance improvements in the RDF4J SPARQL engine
(https://github.com/eclipse/rdf4j/issues/2741)
- various bug fixes and maintenance improvements (e.g.
https://github.com/eclipse/rdf4j/issues/2899,
https://github.com/eclipse/rdf4j/issues/3356,
https://github.com/eclipse/rdf4j/issues/2724)

They have also actively engaged with the RDF4J team and user community, in
planning future directions and contributing significantly to architecture and
design discussions, especially as related to the efficiency of the SPARQL
engine and the integration with Spring (see for example

For these reasons and the long-term outlook for their involvement on the
team, it is my pleasure to nominate Jerven Bolleman as a committer on Eclipse
RDF4J.
