In practice, there is really no difference between a release and a progress. The activities involved are the same and a project may create major and minor releases for an entire year following a successful release or progress review.

But yes, you're probably right that this is really a progress review.

If I'm entirely honest, I created the review as a means of testing something and just kinda ran with it.
