[technology-pmc] Consider archiving Eclipse Runtime Packaging Project

Can the Technology PMC consider archiving The Eclipse Runtime Packaging Project. It is a sub-project of the main Eclipse Packaging project, but has had no git activity since 2013 and the last (relevant) email on the mailing list was https://www.eclipse.org/lists/rtp-dev/msg00091.html sent in 2013 which read:

Holger,
Projects are required to keep meta data up to date using the MyFoundation
Portal (http://portal.eclipse.org/).  The following problems were found
with this project's meta-data:

* Project home page does not exist (projecturl = http://eclipse.org/rtp
returns a 404)
* There is no next/future release of this project. All Eclipse projects
must have a "next release" planned and scheduled.
