Dear PMC Members,

I’d like PMC approval for DLTK 5.11 release that is scheduled to coincide with Eclipse 2018.12. There is no new features but this release introduces two major changes

1. Switch from EPL 1.0 to EPL 2.0

2. Sync Lucene to 7.5 with Eclipse 2018.12
