Re: [technology-pmc] Eclipse BIRT

I've done my own review, but welcome additional input. 

The project is functioning, but appears to have stopped responding to community input. The website has many broken or inappropriate links, so I will likely just take it down and point to the PMI page.

It would be useful to take a close look at their development practices.
