Andrey,

Those guidelines you referenced below apply to the Eclipse top-level project, which is the Eclipse IDE. We do not have such guidelines for the Technology PMC. Instead, we delegate the responsibility of versioning, deprecation and removal to each project. As such, JGit is free to do whatever it wants with regards to its APIs. No approval is necessary from the Technology PMC.
