[technology-pmc] IP review for copied fiel from other eclipse project?

Hi,

typically we need an IP review for every commit > 1000 LOC.
Now we had to copy over a file from jface as we need to change some 
internal behaviour.
We created a simple copy-commit with no changes applied to the file.

Is it ok to bypass the IP review for this commit?
