The liferay maven plugin is used when developing liferay portlets. It supports
a convenient way to package and deploy the war-files. We could even develop
without this maven plugin.
openk platform does not require the plugin to be present. According to my
understanding it is a works-with dependency as described in the document
GUIDELINES FOR THE REVIEW OF THIRD PARTY DEPENDENCIES.
