OK. We'll give dual EPL+EDL licensing a try because that would be the ideal scenario.

Do I work with the IP team to put together the request for the board? Write a little whitepaper or something describing the need?

Do you think the reason for this code being release EDL is sufficient to or at least stands a good chance to receive board approval? That reason being:

... it probably needs to be published under a New BSD license or EDL. If we released it with the EPL, those people who compiled it and linked it into their product may actually have further license problems if they have GPL pieces in their stack.

That is true. But if there is a good reason for the code to use the EDL, it will be approved.

Dual-licensing EPL+EDL has the advantage that code could be cut-and-paste into another EPL-only licensed project at Eclipse. But that is likely of minor interest given that it's C++ code we're talking about here.
