It's odd to have a project lead who is not a committer, but there's no rule against it.

PS: The portal lists a lead and a committer. What's that about? I didn't think that you can have a lead who is not a committer.

I need your feedback on the following votes. It’s a weird situation. A project with just one committer is a dead end. Thus, I tend to approve them.
