At first glance, I would not be in favor of approving. Either...
1. The existing committer still has time to devote to the project and thus can process patches submitted by these developers until they can be re-nominated with a contribution record, or
2. The existing lone committer no longer has the time and we have a process for rebooting a project.
PS: The portal lists a lead and a committer. What's that about? I didn't think that you can have a lead who is not a committer.

I need your feedback on the following votes. It’s a weird situation. A project with just one committer is a dead end. Thus, I tend to approve them.
