As with all Technology projects, committer election is merit-based. The PMC needs to see a history of contributions to the project to justify committer status; "shown interest" is not really enough. The kinds of things that qualify are outlined in the Technology Project Committer Election policy here: https://wiki.eclipse.org/Technology#Committer_Elections
